Form Based Codes provide zoning that is more predictable than any other form of regulation. There is a fine line between sufficient specificity and too much specificity in these types of codes. They must ensure implementation of the vision, but must also permit sufficient flexibility to respond to an everchanging economic client. These standards help assure the development of desirable streets and public places that encourage pedestrian life and neighborly interaction. At the same time, these design standards should not be an obstacle to development activity that supports the evolution of a vibrant neighborhood. Since codes and plans must also go through the state approval processes, it is imperative to write them in a manner that provides flexibility with minimal regulatory hurdles.
