Clarksburg Town Center is designed to become the new downtown and symbolic center for Clarksburg. Its inspiration lies in the traditional Main Streets and walkable downtowns found at the centers of towns and cities across the US. The scale, character, and mixed-use program ensure a pedestrian-friendly environment, a sense of local identity, and an active public realm throughout the day. Torti Gallas was originally invited along with Duany Plater-Zyberk to a visioning charrette whose goal was to redesign the remaining unbuilt portions of Clarksburg Town Center. The goal of the charrette was to ensure a pedestrian-friendly retail and residential mixed-use core area after a citizens advisory group expressed concerns over design and regulatory issues over a previous design by another planner.
The urban design solution for the West Side of the Clarksburg Town Center focuses on pedestrian scale spaces and buildings, traditional forms and details, and on a mix of uses including a “civic spine” containing a civic green, an open-air market pavilion, a civic plaza, and a proposed new 20,000 square foot county library. Situated adjacent to the many small-scale public greens are townhouses and live-work units with some facing out across a stream valley towards the east side of Clarksburg Town Center. Main Street, which rises gently towards the civic plaza, is lined with three-story buildings having stores, cafés and seating areas at ground level with multi-family residential above. Pedestrian paseos link to convenient parking behind.
Development Standards and Architectural Guidelines were created to assure adherence to building hierarchy, placement and heights, build-to lines and sidewalk widths, and to the traditional styles and details necessary to promote a small scale, pedestrian oriented downtown environment. The inclusion of architectural focal points ensures a diverse and unique sense of place animating views and plazas throughout the neighborhood. Building identities were established and, along with guidelines for façade compositions, promote a framework for idiosyncratic streets.
