Westlawn Gardens Revitalization

Milwaukee, WI

In order to assist with a long term funding strategy (HOPE VI application, a subsequent Choice Neighborhoods application for Phase II, and numerous grant applications) for the highly sustainable revitalization of the Westlawn neighborhood, the Housing Authority for the City of Milwaukee contracted Torti Gallas and a larger team of consultants to facilitate a charrette process for generating a master plan, conceptual architecture, a market analysis, a cost estimate and exhibits and attachments specific to the various applications. Following the charrette, the team refined the master plan alternatives into a final master plan including 865 units, a pharmacy, maintenance/ management facility, commercial/ incubator retail space, a neighborhood center and community gardens.

Upon receiving funding, Phase I of Westlawn was completed, consisting of 2 Multifamily buildings with 47 one-bedroom units each for elderly and/or disabled residents or small families (94 total units), and 156 tax credit townhomes and side-by-side houses.
